Tina Buneta, ENP, CPE, RPL began her public safety career in 1999 as a front-line telecommunicator for the Colorado State Patrol, and ultimately served the CSP for over twenty years and five communication centers as a Communications Training Officer, Communications Supervisor, and Regional Center Manager.  Additionally, Tina has 15 years of experience in organizational strategic planning and cultural development in urban and rural work environments. She serves her industry on a larger scale as an RPL and Occupational Analysis Workshop facilitator for APCO, an Executive Board member of Colorado NENA-APCO, and as a leadership-focused presenter at national and state-level conferences.

Tina currently serves as the Director of Aurora911 in Colorado. Aurora has a rapidly growing population of 440,000 and receives over 600,000 calls for service annually.  Tina joined the City of Aurora, Colorado in December of 2019 and has served beside her team through the entirety of the COVID pandemic, as well as a turbulent summer of civil unrest in 2020. She led her team toward becoming an independent department, resulting in the inception of “Aurora911” on January 1, 2021.  Since then, her primary focus has been to maximize the employee experience by improving department culture, career growth, personal and professional development, and compensation.  As a team, Aurora911 has improved team member retention, engagement, and satisfaction, by modeling a commitment to empowerment and continuous improvement.

Chief Joseph Hoebeke began his career with the Hudson Police Department in 2001. He graduated from the 125th session of the New Hampshire Police Academy and served with the Hudson Police Department from 2001 to 2016, achieving the rank of Sergeant. He joined the ranks of the Hollis Police Department as a Lieutenant in charge of the Administrative Services Bureau in March 2016, and was appointed Chief of Police on November 3, 2017, with the retirement of then Chief of Police James Sartell. Chief Hoebeke has a Bachelors Degree in criminal justice from Norwich University, the Military College of Vermont, and a Master of Science Degree in Justice Studies from Southern New Hampshire University.

Chief Hoebeke is passionate about the law enforcement profession and serving the community. He serves as an adjunct instructor at two local colleges and is a proud veteran of the United States Army, where he served in the infantry and as an instructor for the Non-Commissioned Officer Educational System (NCOES).

Doreen Jokerst is the Chief of Police at the University of Colorado Boulder Police Department. She currently leads a department of approximately ninety employees where she has implemented innovative and community-based policing strategies. She strives to build positive relations with the University and Boulder community and has brought forth new policing programs, resulting in effective policing efforts.

Prior to her appointment, she served as a police commander in a Denver-metro suburb police department. She held a supervisory position in all major components of this organization to include Patrol, Investigations, the Office of Professional Standards and Support Services. She has commanded several critical incidents ensuring life safety priorities were at the forefront.

She holds a master’s degree in psychology and a bachelor’s degree in criminal justice. She has successfully completed the Northwestern University School of Police Staff and Command, the Senior Management Institute for Police course, and the FBI National Academy.

Doreen believes building and maintaining positive relationships with both internal and external stakeholders is critical in law enforcement, while ensuring fair and impartial policing. She has a successful, proven and well-documented track record of working with sworn and civilian employees, community leaders, citizens, and advocacy groups to find common ground in order to build consensus and solve organizational and community problems.

Justin Smith is the sheriff in Larimer County, Colorado. With three decades with the Larimer County Sheriff’s Office, Sheriff Smith is serving his 3rd term as sheriff. Justin holds a bachelor’s degree in Administration of Justice and a master’s degree in Criminal Justice and he is a graduate of the 223rd session of the FBI National Academy. From 2004 to 2010, Justin also served as an adjunct professor of Criminal Justice at Colorado State University. Justin is a past president of the Colorado Sheriffs Association and is a member of the Board of Directors for the National Sheriffs Association.

William Beck is a major with the Arizona Department of Public Safety and a 29-year law enforcement veteran.

Major Beck began his law enforcement career as a deputy sheriff with the Berrien County (Michigan) Sheriff’s Department in 1990.  In 1995, Major Beck relocated to begin his career with the Arizona Department of Public Safety.  Following his academy graduation, he served as a trooper in the Highway Patrol and Criminal Investigations Divisions.  In 2003, he promoted to sergeant and served in Highway Patrol, Narcotics, State Gang Task Force and Internal Affairs assignments.  In 2009, he promoted to captain and commanded a Phoenix Highway Patrol District, the Strategic Resources Section, Internal Affairs and the Major Crimes District.  In 2014, he was promoted to major and assumed command of the Metro Phoenix Highway Patrol Bureau.  In 2015, Major Beck was selected as the chief of staff for the Highway Patrol Division, and in 2017, chief of staff for the Criminal Investigations Division.  Since August 2018, Major Beck has commanded the Department’s Gang Enforcement Bureau which encompasses Arizona’s State Gang Task Force as well as the Major Offender District.

Major Beck has a Bachelor of Arts degree from Ottawa University in law enforcement administration and a Master of Administration from Northern Arizona University.  Major Beck is a Certified Public Manager through Arizona State University, a graduate of the International Association of the Chiefs of Police Leadership in Police Organizations program, Northwestern University’s School of Police Staff and Command and the 266^th Session of the FBI’s National Academy.

Chief Jack Cauley was sworn in as the Castle Rock Police Chief on Jan 3, 2012.  He began his law enforcement career in 1984, as a dispatcher in Kansas for the Lenexa Police Department.

In 1986, Cauley was hired as a patrol officer for Overland Park Police Department. He later became a detective in the Crimes Against Property Unit. By 1991, Cauley promoted to sergeant, serving the Patrol, Operational Support and Investigations divisions. His duties included investigator and officer-in-charge for the Kansas City metropolitan area’s Metro Squad. He also was a member of Overland Park’s tactical team.

In 1996, Cauley was promoted to lieutenant. He served in the Patrol and Administration divisions and worked as the emergency management coordinator. Cauley was promoted again in 2001 to captain and became the Traffic and Support Division commander. During his tenure in this division, Cauley’s rank was changed to major in 2002. As major, he served as division commander in Patrol, Investigations and Emergency Services.

In 2007, Cauley was promoted to lieutenant colonel assigned to the Operations Bureau, where he was responsible for the Patrol, Patrol Support and Tactical Operations divisions. He was later assigned to the Services Bureau, where he was responsible for investigations, dispatch, crime analysis, records and property, professional standards, personnel and hiring.

Chief Cauley holds a bachelor’s degree in criminal justice administration from Central Missouri State University and a master’s degree in public administration from the University of Kansas. He also is a graduate of the FBI National Academy.

Dr. Kimberly Miller is a sought-after speaker, consultant and trainer who has been inspiring and motivating individuals in our profession for over 15 years. She is a strength-based facilitator of individual and organizational change and is known for her relationship-based approach to her work and the skill-based, engaging training and consultation services she offers. She uses workshops, coaching, and organizational interventions to improve not only the individual line-level employee skills but also works to improve supervision, management, and the entire organization.

Dr. Miller’s educational background includes a Bachelor’s degree in psychology from Auburn University, a Master’s degree in clinical psychology from Ball State University, and a Ph.D. in counseling psychology from Colorado State University. She has been published in several academic journals, has authored four book chapters, and presented at numerous national and international conferences. Dr. Miller also serves as a reviewer for a number of prominent academic journals, and has received several national and international awards. In addition to her academic credentials, Dr. Miller has significant experience in leadership and mentoring with over 26 years of serving in supervisory and leadership roles.
