Halcyon Frank is the Director of 9-1-1 Education for GovWorx, a company that develops AI-powered solutions designed to support emergency communications centers (ECCs) and help first responders do their best work. She is responsible for designing the learning frameworks and training experiences that help telecommunicators build critical skills, improve decision-making, and strengthen performance in high-stakes situations.

With more than 11 years of experience in emergency communications, Halcyon specializes in developing high-performing public safety professionals and modernizing how law enforcement and communications agencies train and evaluate their teams. She holds a degree in Training and Development and is certified as an Emergency Number Professional (National Emergency Number Association) and an Associate Professional in Talent Development (Association for Talent Development), blending academic expertise with real-world operational insight.

Committed to moving the profession beyond “how we’ve always trained,” Halcyon focuses on helping agencies adopt neuroscience-informed, adult-learning best practices that create stronger and more sustainable performance outcomes. In addition to her work at GovWorx, she continues to train and consult with agencies nationwide, supporting training program redesign, curriculum modernization, and the development of clearer, more consistent training systems.
