Chris Brosan is the Chief of Humane Law Enforcement for the Department of Animal Services in Loudoun County, Virginia. He has been with the department for eight years, is a former police officer, and spent two and a half years as Manager of Strategic Campaigns and Special Projects with the Humane Society of the United States. With HSUS he traveled the country training law enforcement, in 10 states and across the islands of Puerto Rico and Vieques, on how to investigate animal cruelty, the connection between animal abuse and human violence, and navigating police and canine encounters.
