Catherine Miller has worked over 33 years with public safety technology including the last 14 years with the Montgomery County (Maryland) Police Department as Program Manager of the National Capital Region Law Enforcement Information Exchange Program (NCR-LInX). She leads this high-profile information sharing system working closely with the program sponsor, the Naval Criminal Investigative Service (NCIS), 14 other LInX Regions, and the FBI’s National Data Exchange Program (N-DEx). Catherine has led the technical development, testing, architecture establishment, and system enhancement development for NCR-LInX including the first LInX to LInX connection with the Hampton Roads, Virginia LInX Program that expanded to all LInX Regions being connected. She also has led the technical and operational design of reporting, training, and auditing capabilities for administration of the system and additional advanced analytics capabilities for crime analysts and detectives to utilize while continuing to ensure the integrity of the system under stringent policy and rules for the usage of the sensitive law enforcement data. Catherine also played a major role in the development of the Federal LInX Program to include federal law enforcement agencies such as the United States Marshals Service and United States Capitol Police. Catherine holds a Bachelors in Mathematics with Computer Science from the University of Mary Washington and a Masters in Technology Management from University of Maryland University College.
